Cities must commit to robust implementation efforts if plans are to be realized. The community was initially skeptical of Pasco’s commitment to following through on the implementation of a to-be-adopted Downtown Master Plan. However, the Master Plan was adopted unanimously by the council in early 2023 and implementation efforts kicked off in the spring of 2023. Hear from leaders as the City of Pasco about how to build support for planning efforts, maintain momentum by moving right into implementation, partnerships with the business community, and leveraging outside resources such as the National League of Cities where Pasco was invited to join a national network focused on community revitalization for health and equity.

About the Moderator

Jeff Arango, AICP

Framework

Jeff Arango, Principal - Framework Jeff Arango, AICP, is an urban planner and designer and a Principal at Framework. His practice is focused on improving downtowns, districts, and neighborhoods, and helping communities in this growing region to gracefully absorb density. As part of this work Jeff leads projects for cities and other organizations on urban design, planning, parking policy and strategy, placemaking, public/private partnerships, street design, infrastructure funding, transit access, and public outreach. Jeff’s work has transformed the communities he has worked for by providing designs, plans, and strategies that reflect local values and lead to better urban environments and stronger communities. Before joining Framework in 2017 to expand the planning and urban design practice, Jeff was an Associate Principal with BERK and served as the Director of Community Planning for the City of Langley, WA from 2011-2014. He also served as the Planning Director in Essex Junction, Vermont from 2002-2008. Jeff has presented at national conferences including the Future of Places conference in Buenos Aires, Argentina, the Institute of Traffic Engineers Annual Meeting, and the Vermont Housing Conference.


Jacob Gonzalez

City of Pasco

Jacob Gonzalez, Community and Economic Development DirectorJacob joined the City of Pasco in 2018 and has recently been appointed as the Director of Community and Economic Development. Jacob is particularly focused on developing strategies that increase access to housing and transportation. Before joining the City, he worked with several organizations such as the Benton-Franklin Council of Governments, Puget Sound Regional Council, and the Port of Seattle. Jacob has served on several boards, including United Way, the US Census Transportation Planning Committee, and the Downtown Pasco Development Authority. Currently, he is serving on the Washington State Main Street Advisory Committee and with Washington’s Transportation Choices Coalition. Jacob is a graduate of the University of Washington with a Bachelor of Arts in Geography and is currently pursuing his Master of Public Administration from Claremont Lincoln University. When he is not working, he enjoys traveling across the United States and internationally, documenting his travels with his camera.


Gina Vasquez

City of Pasco

Gina Vasquez, Community Resource SpecialistGina Vasquez has been with the City of Pasco since October of 2021, soon after graduating from Washington State University where she earned a BA in Anthropology. Her passion for public service is inspired by a belief that governments hold our cities together, to reflect, know, and foster belonging in the communities they serve. Gina's role as Community Resource Specialist serves to connect the organization with the community, establish trusting relationships, and highlight Pasco's diverse culture in partnership with the city's arts and culture commission.

Jessica Bracken

City of Pasco

Jessica Bracken, Development Services LeadJessica Brackin joined the City in October of 2022 as the Long-Range Plan Coordinator and has recently been appointed as Development Services Lead. Her career aspirations are to support equitable, sustainable, and healthy communities through the built environment. Jessica is a transplant from Pennsylvania and grew up outside of Philadelphia. She completed her undergraduate degree with a BS in Civil & Environmental Engineering from Carnegie Mellon University, in Pittsburgh, PA. She began her professional career in Pittsburgh doing civil-site design at an engineering consulting firm. She then continued her career as a Development Project Manager at a non-profit real estate development company working to catalyze economic development and community revitalization through the redevelopment of encumbered and underutilized properties, before moving across the country to work in local government at the City of Pasco.
