Can you believe that it is already March! The National Planning Conference is at the end of the month. Safe travels to all who are making the trip to Colorado! For those who are not making the conference, there are still plenty of opportunities to attain CM credits this month.
The WA State Dept. of Commerce’s Short Course on Local Planning has one more Winter session this month. The Short Course provides basic information on planning in Washington through in-person trainings and webinars hosted by Commerce.

- PSU Transportation Seminar: Active Transportation Data Fusion: Incorporating Big Data to Estimate Volumes
- Date: Friday, March 14, 2025

- Description: Planners and decision-makers have increasingly voiced a need for network-wide estimates of bicycling and walking. Such volume estimates have for decades informed motorized planning and analysis but have only recently become feasible for non-motorized travel modes. Recently, new sources of activity data have emerged derived primarily from GPS-based smartphone location data, both app-based and passively collected. The project team has led several research projects aimed at evaluating and integrating the emerging sources with conventional demand data, including observed bicycle and pedestrian counts, to assess the value added of various emerging sources and the potential for estimating network-wide volumes. This presentation will summarize lessons learned and propose next steps for agencies and researchers who want to incorporate big data into active transportation volume / exposure estimates.

- Design Review – Tips and Recommended Practices (from MRSC)

- Description: Participants will learn what the 2023 Planner Perspectives on Climate survey, conducted as part of the 2023 Divisions Council Initiative to the entire APA membership as well as within select international planning audiences, revealed about the state of climate response in the planning field. Participants will learn from experienced planners working in domestic and international settings sharing their perspectives on the opportunities and challenges facing planners in planning for sustainability and climate resilience. Participants will be familiarized with selected best practices and lessons learned by the panel of veteran planners

- Fare Free Transit: Successes, Challenges, and Opportunities
- Date: March 13, 2025
- Time: 10:00 AM PT
- Description: Fare free transit was introduced during COVID to minimize exposure to bus operators by reducing the time customers spend boarding. The popularity of the fare suspension was undeniable; however, many regional transit agencies (RTAs) restored fare collection as COVID restrictions were removed and funding was no longer available. Fare revenue is a small, but significant source of operating funds. Maintaining operations without collecting fares is a challenge that has been approached differently by the RTAs.
Attendees will learn about RTA revenue and funding programs that facilitate fare free operations, how the public has responded, and the impact to system operations. The discussion will address the challenges associated with fare suspension that extends beyond budget management. The substantial increase in ridership has changed assumptions on demand and service coverage. For many transit agencies, the farebox was a key point of data collection that informed service planning programs. The session will also discuss how transit agencies have adopted new data collection techniques and planning processes.
