EHB 1293 Design Review - New State Requirements for Design Review Process and Standards

This session provides a detailed review of the EHB 1293 which require that all local government design review processes apply clear and objective development standards that must be applied to all design review processes. The session will include an exploration of current practice by large and small cities and how those jurisdictions will need to reform, revise, or otherwise clarify how their design review process complies with this new state law.

Catherine McCoy

Senior Planner for Washington Department of Commerce

Catherine McCoy is a senior planner for the Washington Department of Commerce. As a regional planner in Growth Management Services, she provides technical assistance to jurisdictions in southwest Washington on permitting, civic and urban design and form based codes. Catherine partners with the American Planning Association and Planning Association of Washington to provide the Southwest Washington Planners’ Forums, a specialized quarterly meeting for sharing information among state and local planners on nationally recognized planning trends and topics.  Catherine has worked in planning and land use development for 17 years, specializing in regulatory development, permitting and design review. This includes experience in neighborhood planning, historic preservation and current planning. She has served local governments in Olympia and Seattle, WA, as well as Bozeman and Great Falls, MT. Catherine has a bachelor’s of science degree in geography with a minor in political science from Montana State University in Bozeman, MT, and a master’s degree in urban planning from the University of Washington in Seattle, WA. Catherine is also a US Army veteran.

Joseph W. Tovar, FAICP

Affiliated Planning Faculty Western Washington University

Joe Tovar holds appointments as planning faculty at Western Washington University and the University of Washington.  He teaches classes on "The Growth Management Act and Planning Practice" and "Development Regulations and Technical Writing."  As university faculty he led two statewide evaluations of Washington's Growth Planning framework and has previously served as a planning consultant, a planning director for four cities, and a member of the Growth Management Hearings Board.  He holds degrees and certificates from the Universities of Washington, California, and Colorado.


Bob Bengford, AICP

Makers Architecture and Urban Design

Bob Bengford is a certified planner with over 25 years of planning and urban design experience including work in several states. Bob has become a national leader in crafting form-based zoning and design provisions to meet community objectives, completing over 70-such projects at MAKERS. This includes a full spectrum of community and development types, from dense urban downtowns, historic neighborhoods, diverse communities, post-war commercial/industrial centers, and auto-oriented commercial corridors. Promoting sensitive integration of a greater diversity of housing types into Washington communities has long been a priority emphasis.  Bob has been collaborating with communities on such projects long enough to see a range of developments occur under his codes and after his adopted plans. These results have offered great lessons in techniques that work, and in development review where adjustments can be made. His experience, enthusiasm, and communication skills have been instrumental in resolving conflicts and achieving consensus on design solutions in a wide variety of contexts.

 

Dean Gunderson, MCRP

Affiliated Faculty, Eastern Washington University

Dean Gunderson is an Urban Designer with over 30 year's experience working with communities and private clients throughout the Intermountain Region. He has served on committees for the Community Planning Association of Southwest Idaho, as a Director for the Valley Regional Transit Authority, as the Associate Director for the Idaho Chapter of the American Institute of Architects, and as a Director for the Congress for the New Urbanism - Colorado Chapter. He has also received regional and national recognition for his architectural, urban design, and sculptural work. He is committed to improving the quality of life within his community through livable design, with a special emphasis on New Urbanism. Dean studied Architecture at the University of Minnesota, the Visual Arts at Boise State University, and holds a Master of Community and Regional Planning, also from Boise State University. Dean has worked as a design consultant in several Architectural and Engineering firms and has held various senior positions in public agencies.

 

Drew Pollom

Associate, Ogden Murphy Wallace PLLC

Drew is an associate in the firm’s Municipal, Tribal, and Environmental practice groups. He regularly assists his municipal clients on homelessness, housing, land use appeals, public records requests, public defense contracting, and engaging with tribal governments. For his tribal clients, he focuses on implementing environmental regulations and enforcement. Before joining OMW, Drew served in-house with the Lummi Nation covering everything from foster care dependency matters, revising and developing new ordinances and codes, and federal administrative appeals for education funding. This wide breadth of knowledge gives him dynamic flexibility to solve the legal needs of his clients. Drew received a BA in Political Science and Criminal Justice from Gonzaga University his J.D. from Seattle University School of Law and a L.L.M. from the University of Washington School of Law. Drew is also passionate about giving back to the community, dedicating Pro Bono time towards Northwest Justice Project's Debt Clinic, KCBA's Records Project, and Kids in Need of Defense (KIND). When Drew isn't working, Drew and his wife are often found working in their community garden, traveling the country, or cooking. An avid sports fan, Drew can also be found supporting all sports, including most recently trying to learn hockey by watching the Kraken.
