Job Description: This position will serve as the Electrical Inspector for a wide range of electrical construction on residential and commercial projects. The Electrical Inspector is responsible for plan review and inspections for compliance with the National Electrical Code and the Washington Cities Electrical Code as well as other State laws and City of Sammamish ordinances and policies as indicated in the approved construction documents. This involves reviewing and approving construction documents prior to permit issuance and reviewing approved documents while performing electrical inspections, proper interpretation, and application of adopted codes. This position assists the public at the Permit Center as well as by telephone and e-mail. This position will be responsible for the daily maintenance and operation of electrical inspection files and permit Inspection data entry.

Because of the small size of the City staff, each staff member is expected to perform a wide range of field and office duties including building inspections from time to time. This is a full-time professional position, requiring knowledge of an advanced type. The position serves at-will at the pleasure and discretion of the City.

The applicant should be able to develop an effective working relationship with employees, city officials, other municipal and state agency officials, contractors, developers, and the general public.

The Electrical Inspector works under the direct supervision of the Building Official. The Electrical Inspector will not supervise other staff.

Job Duties: 

  • Performs daily field inspections of residential, commercial and public facility construction projects; Assure projects are completed in compliance with applicable codes, specifications, standards, and time schedules.
  • Performs electrical plan reviews of plans submitted for review, e.g., schools, hospitals, other commercial construction, large residential construction, and plans for other projects deemed sufficient complexity to require plans to be submitted.
  • Interacts with the public and explains technical information to both technically and non-technically trained individuals.
  • Reviews residential and commercial plans and engineering calculations for electrical components to ensure compliance with applicable codes.
  • Provides recommendations regarding interpretations of City, State, Federal, and Construction standards, ordinances, specifications, policies, and procedures.
  • Determines and implements necessary field revision to approved designs in order to satisfy site conditions as may be encountered.
  • Maintains accurate records to document inspections, test results, and other related pertinent information.
  • Maintains computer logs of plan reviews and inspection reports. Investigates complaints of applicable ordinance violations.
  • Reviews material testing reports.
  • Responds to public inquiries or complaints related to construction activities, standards, and administrative procedures.
  • Maintains knowledge of current electrical codes and changes in industry standards related to electrical materials and methods.
  • Conducts pre-application and preconstruction meetings.
  • Responds to questions and requests for technical information from other agencies and citizens.
  • Oversees the work of on-call, part-time or intern electrical inspection help
  • Participates in City meetings and training events and departmental training opportunities and process improvement teams.
  • Good driving record and ability to drive a city vehicle.
  • Works overtime as assigned.

Knowledge of:
  • Community Development/Building Division procedures, techniques and practices.
  • Knowledge of methods and practices in construction and installing a variety of electrical equipment.Ability to thoroughly explain construction code requirements as it pertains to the National Electrical Code, Washington Cities Electrical Code and Sammamish Municipal Code.
  • City organization, operations, policies, and objectives.Interpersonal customer relations skills using tact, diplomacy, patience, and courtesy.
  • Office practices, procedures, and equipment; Microsoft Office, Word, Excel, Outlook, Bluebeam, and Trakit Permit software.

  • Preparing and maintaining records and files, including project/program records, equipment, and material purchasing.
  • Basic Geometry and mathematical calculations used in engineering, drafting, and review of building plans.

Experience/Qualifications/Knowledge/Skills: 

Minimum Qualifications

  • A High School Diploma or GED.
  • Possess and maintain a valid and active State of Washington General Journeyman (EL01) Electrician Certificate or Master General Journeyman (ME01) Electrician Certificate.
  • A minimum of four (4) years experience as a certified journeyman electrician in the electrical construction trade, installing and maintaining electrical systems.
  • A valid Washington State driver’s license and a driving record free from serious or frequent violations.

Desirable Qualifications

  • State of Washington General Administrator Certificate (AD01) or Master General Journeyman (ME01) Electrician Certificate.
  • Public sector electrical inspection experience.
  • Two to four years of college-level training in electrical engineering. Combination of building, mechanical, plumbing inspection or construction experience.
  • Prior experience or training in plan review, drafting, or blueprint reading.

  • While performing the duties of this job the employee divides his or her time between an outdoor construction site and an indoor office environment, connected by travel in a vehicle on city streets and sometimes-unimproved roads. Employee will work out-of-doors in all types of weather conditions and may involve travel to a variety of locations to perform site visit work to attend meetings.
  • Employee may be exposed to noise from basic office machine operation and may be required to walk rough terrain and climb inclines at work sites. May also be exposed to conditions and hazards associated with construction sites and potentially hazardous materials and equipment, fumes or vapors.
  • Duties are performed both individually and as part of a work team. The work environment is fast-paced and moderately noisy. Attendance at night meetings may be required, and meeting project deadlines may require working more than forty hours per week.
