Job Description: This position will serve as Building Inspector on both private development and public capital improvement projects. The Building Inspector is responsible for performing field inspections of structural and non-structural elements to ensure compliance with the Building, Mechanical, Plumbing and Fire Codes, State Energy, Ventilation and Indoor Air Quality and Barrier Free Codes as well as other State laws and City of Sammamish ordinances and policies as indicated in the approved construction documents. This involves reviewing approved construction documents while performing construction inspections, proper interpretation and application of adopted codes, assisting with the review and evaluation of proposals for new materials and verifying the quality of materials used and test results to ensure specification have been met. This position assists the public at the Permit Center as well as by telephone and E-mail. This position will be responsible for the daily maintenance and operation of building inspection files and Permit Inspection data entry.

Because of the small size of the City staff, each staff member is expected to perform a wide range of field and office duties including plan review as may be required from time to time. This is a full-time professional position, requiring knowledge of an advanced type. The position serves at-will at the pleasure and discretion of the City.

The applicant should be able to develop an effective working relationship with employees, city officials, other municipal and state agency officials, contractors, developers, and the general public.

The Building Inspector works under the direct supervision of the Building Official.

Job Duties: 

  • Performs daily field inspections of residential, commercial and public facility construction projects; Assure projects are completed in compliance with applicable codes, specifications, standards, and time schedules.
  • Interacts with the public and explains technical information to both technically and non-technically trained individuals.
  • Reviews residential and commercial plans and engineering calculations for building components to ensure compliance with applicable codes.
  • Provides recommendations regarding interpretations of City, State, Federal, and Construction standards, ordinances, specifications, policies, and procedures.
  • Determines and implements necessary field revision to approved designs in order to satisfy site conditions as may be encountered.
  • Maintains accurate records to document inspections, test results, and other related pertinent information.
  • Maintains computer logs of inspection reports.
  • Reviews material testing reports.
  • Responds to public inquiries or complaints related to construction activities, standards, and administrative procedures, or zoning and planning violations.
  • Maintains knowledge of current construction codes and changes in industry standards related to construction material and procedure developments.
  • Conducts preconstruction meetings.
  • Performs plan reviews of revisions, corrections, and small projects as time permits.
  • Respond to questions and requests for technical information from other agencies and citizens.
  • Good driving record and ability to drive a city vehicle.Participation in City meetings and training events and Departmental training opportunities and process improvement teams.
  • Performs related duties as required.
Knowledge of:
  • Community Development / Building Division construction procedures, techniques and practices.
  • Engineering and survey basics methods and standards.Soil mechanics and characteristics and strengths of construction materials.

Experience/Qualifications/Knowledge/Skills: 

MINIMUM QUALIFICATIONS

  • A High School diploma or GED equivalent. Current ICC certification as a Residential Building Inspector.
  • Current ICC / UPC certification as a Residential Mechanical and Plumbing Inspector or ability to obtain Residential Mechanical and Plumbing Inspector, or Combination Inspector certification within one year of hire.
  • A valid Washington State driver’s license and a driving record free from serious or frequent violations.

DESIRABLE QUALIFICATIONS

  • One (1) year of experience as a building inspector for a public and or private agency.
  • An associate degree in Building Inspection Technology or equivalent continuing education and training in subjects related to construction inspection and plan review.
  • Prior experience or training in plan review, drafting, or blueprint reading.

  • Duties are performed both individually and as part of a work team. The work environment is fast-paced and moderately noisy. Attendance at night meetings may be required, and meeting project deadlines may require working more than forty hours per week.
