Let's demystify HUD's NEPA process and highlight the critical path to obtaining authority to use grants to build affordable housing. This session provides an invaluable opportunity for planners and other affordable housing professionals to deepen their understanding of the HUD's Community Planning and Development (CPD) programs, which assist communities in developing sustainable, climate-resilient affordable housing, and the corresponding NEPA compliance process. Attendees will leave the session equipped with the knowledge and resources needed to navigate and expedite the NEPA review process for HUD-assisted projects, contributing to the development of affordable, environmentally responsible, and sustainable housing in their communities.

Brent J. Schleck

Senior Environmental Planner, Michael Baker International

Brent is a Senior Environmental Planner with Michael Baker's Long Beach Office. He has twelve years of experience assisting in and managing the preparation of environmental compliance documentation in accordance with the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). Currently, Brent assists in and manages the preparation of environmental documentation in accordance with NEPA, and CEQA such as Environmental Assessments, Initial Studies, and Environmental Impact Reports for residential, industrial, institutional, and mixed-use projects throughout California. Brent has also conducted specialized NEPA training programs for client agencies to instruct them how to complete environmental documentation for HUD programs pursuant to 24 CFR Part 58, such as CDBG and HOME Investment Partnership programs.


Kathalyn Tung, AICP

Michael Baker International, Inc.

Kathalyn's primary role is with project management and preparation of National Environmental Policy Act (NEPA) compliant environmental documents for government facilities, transportation, port facilities, energy, other infrastructure, and mining projects. She has supported numerous cities and their housing departments throughout the nation with the preparation of Environmental Review Records (ERRs) for U.S. Department of Housing and Urban Development (HUD)-assisted projects. She also has experience in preparing community impact assessments, conducting public outreach, and coordinating regulatory permits. Her direct project management experience for various planning and permitting projects has provided her with a broad understanding of laws, regulations, and policies and allows Kathalyn to be versatile and efficiently navigate public sector and private clients through their project's required environmental processes.
