Job Description:

GENERAL FUNCTION

Under general supervision, performs a variety of routine and complex administrative, technical and professional work in current and long-range planning and other programs of the Tribe related to the implementation of land use and related code, plans and policies. Work includes, but is not limited to, undertaking NEPA and development reviews; processing zoning and subdivision applications and permits; developing land use plans, zoning regulations, and environmental regulations; researching and interpreting data; and preparing studies and reports. Work requires contacts with a wide variety of clients.

DISTINGUISHING CHARACTERISTICS

This is the third level in a third-level classification series. This classification is distinguished from Planner II in that the incumbents function with greater independence and have overall responsibility for assigned projects. The Planner III is responsible for providing research, general assistance and technical support in regard to specific projects.

Job Duties:

REPRESENTATIVE ESSENTIAL DUTIES AND RESPONSIBILITIES

1.Provides professional and technical assistance for long & short range planning and special projects related to planning and community development; gathers, interprets, and prepares data for studies, identifies problem, research and perform analysis, and compiles reports and recommendations;
2.Assist on preparing Land Use Code Rewrite and major amendments to the Comprehensive Plan;
3.Coordinate with other Tribal departments, governmental entities including cities, state, regional, and federal agencies, business groups, contractors, and the communities on developing plans, policies, and specialized projects/programs as needed;
4.Attends public meetings and makes presentations and provides technical and professional advice to Tribal officials, supervisors, boards, commissions, civic groups and the general public; responds to inquires about local planning and zoning regulations and related ordinances.
5.Provides information on land use applications, ordinances, codes, plans and related planning programs, services or regulations to Tribal officials, other professionals, general public, community groups, and interested persons on development-related topics.
6.Reviews development and related land use permit applications, site plans, variance applications, etc. and coordinates with other divisions and agencies for input; examines applications for compliance with established plans and ordinances, and applicable Tribal, local, state or Federal regulation; solicits input from appropriate staff, schedules hearings and actions, monitors through the approval process, enforces compliance with regulations; prepares reports and related data as required.
7.Prepares clear and concise written communication including, but not limited to, reports, correspondence, illustrations, and graphic presentations in a manner that is concrete and easy to understand.
8.Evaluates environmental information and recommends mitigation measures to reduce adverse impacts of development. This includes conducting NEPA reviews, maintaining knowledge of environmental laws (i.e. SEPA and NEPA) and reviewing/writing environmental impact statements.
9.Assists staff in the enforcement of local ordinances and in interpreting codes and plans.
10.Assists in designs for parks, streetscapes, landscapes and other Tribal projects.
11.Operates computers requiring word processing, complex spreadsheets, data input applications, and graphic illustrations.
12.Updates a variety of maps. Prepares graphics and maps for a variety of reports, plans, grant applications, publications or meetings.
13.Prepares and writes grant application components.

WORKING CONDITIONS

The working conditions described here are representative of those that must be met by an employee to successfully perform the essential duties of this class.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stand or walk. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles. The noise level in the work environment is usually quiet in the office, and moderate in the field.

KNOWLEDGE AND SKILLS (Entry requirements)

Knowledge of:

  • Applicable laws, regulations, policies and procedures and current literature, trends and developments;
  • Comprehensive plans including their formation, process of preparation & adoption, and implementation;
  • Planning principles and techniques and the socio economic implications of planning;
  • Statistical applications used in regional planning modeling;
  • Ability to read and interpret construction plans, codes and regulatory requirements;
  • Experience in conducting public outreach, and working with and presenting to boards, elected officials, community groups, other departments, and other agencies;
  • Personal computers, applicable software including GIS applications;
  • Strong interpersonal skills, and the ability to communicate and work effectively within a multicultural workforce and serve a diverse customer base;

Experience/Qualifications/Knowledge/Skills:

MINIMUM REQUIREMENTS

Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, landscape architecture or a closely related field, and four (4) years related planning experience that included at least two (2) years project leader or supervisory experience.

Special Requirements

A valid Washington state driver’s license is required at time of appointment or at a time set by the Tribe.
