Job Description:

The Department of Urban Design & Planning at the University of Washington, Seattle, is seeking an affiliate instructor to teach URBDP 580 Legal and Administrative Framework for Planning. This is a 5 credit, core course in the Department’s Master of Urban Planning (MUP) program and is required for all second-year MUP students. The term of employment is Spring Quarter, March 16 2020- June 15 2020. The affiliate instructor will serve as the primary instructor for this course and is responsible for shaping the course content; developing and delivering lecturers and/or other instructional activities; assessing student work and assigning grades; responding to student requests and concerns; managing one Teaching Assistant (TA), and performing other duties normally associated with an instructional role of this nature. It is expected that the affiliate instructor will also hold office hours for students to meet outside of the regularly scheduled class time. As per University policy, this position will include non-voting faculty status with the Department.

Job Duties:

This class aims to provide the practicing planner with the legal foundations of land use regulation, with particular attention to legal and planning issues in Washington State. Students learn by studying court cases, including landmark federal cases as well as examples of typical state cases, and through in-class lectures. Topics include takings, due process, nuisance, zoning, subdivision, exactions, growth management, environmental review, administrative procedures, and design review. At the end of the class, students should be prepared to review and understand relevant cases and statutes and to identify potential legal issues in professional practice. We are especially interested in an instructor who can examine these topics and the notion of “public interest” through the lens of equity and social justice. We also encourage the use of contemporary issues, including affordable housing, homelessness, gentrification, climate change, environmental protection, and hazard mitigation, to explore the legal aspects of planning decisions and responses.

Experience/Qualifications/Knowledge/Skills:


Required Qualifications

  • Master’s degree in planning or a J.D.
  • Advanced knowledge of Washington State law regarding planning and land use
  • Demonstrated ability as an instructor or facilitator

Preferred Qualifications

  • Experience working with professional planners or in a planning-related context
  • Knowledge of University student support and academic services
