Job Description:

This is a highly responsible administrative, supervisory, and technical position with the Planning and Building Division of the Public Services Department. The person in this position is responsible for a variety of planning and building related tasks. This position also administers duties associated with Fire Marshal responsibilities. Major emphasis is placed upon administering programs related to land use and development goals and enforcement of the State Building Code Act, the related Uniform Codes and the County Addressing System. Participates in staff planning and review meetings. Represents Grays Harbor County at various meetings when requested by the Director of Public Services or the Board of County Commissioners. Serves on Countywide committees as directed, and serves as liaison between Grays Harbor County and local, State, and Federal agencies and units of government.

Job Duties:

1.Updates the comprehensive plan, including all applicable elements and implementing ordinances, according to State law and County policy.
2.Administers the zoning ordinance, shorelines master program, State Environmental Policy Act, and other applicable land use codes.
3.Assists the County, applicants and developers with land use proposals including proposals for zoning changes, substantial development permits, and activities subject to the State Environmental Policy Act.
4.Reviews development plans for compliance with County zoning, subdivision, and shoreline management regulations, the State Environmental Policy Act, and any other land use/development codes.
5.Prepares technical planning reports such as master plans, parks and recreation plans, capital improvement plans, and other planning documents.
6.Coordinates planning programs with other governmental agencies or community organizations, and other groups or agencies with an interest in the development of Grays Harbor County.
7.Researches appropriate financial assistance from State and Federal agencies for the implementation of the County’s land use plans and community and economic development plans and, as directed, applies for same.
8.Develops and maintains a database of planning-related information, including community economic data, organizations and individuals concerned about planning issues, various community resources, etc.
9.Assists County officials and the public in matters related to land use and urban development.
10.Performs other duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES – BUILDING DIVISION

1.Establishes, evaluates and revises building inspection and permit issuance procedures, practices, and rules in conformance with departmental policies.
2.Reviews and interprets codes and ordinances, recommending changes and additions as needed.
3.Develops for adoption by the Board of County Commissioners necessary County ordinances and resolutions dealing with the Building Division.
4.Represents the Building Division of the Public Services Department at various local, regional, State and national model code meetings and Washington Association of Building Officials.

SUPERVISORY RESPONSIBILITIES:

  • Directly supervises the Planning/Building Department staff.
  • Fulfills supervisory responsibilities in accordance with County policies and applicable laws including interviewing, hiring, guidance and training, disciplinary and promotional actions, and addressing complaints and resolving problems.
  • Administrative abilities should encompass the areas of personnel management and employee relations, budgeting, establishment of priorities and formulation of policies.
  • Assists in the preparation of the department budget.

Experience/Qualifications/Knowledge/Skills:

  • A strong ethic of public service, ethical leadership, and a commitment to participatory management and a team approach to planning and problem solving.
  • Knowledge of computer systems and software programs utilized including word processing, spreadsheet and database programs.
  • Ability to communicate, interact, and function effectively under stressful and/or confrontational-type situations that require instruction, persuasion or negotiation.
  • Efficiently coordinate a variety of activities or programs and work effectively with other governmental entities, private interests, contractors, and professional clientele such as engineers, architects, and surveyors.
  • Knowledge of laws, ordinances, regulations, and resolutions pertaining to the position of Planning and Building Director.

QUALIFICATIONS:

1.A Bachelor’s Degree in Urban Planning, Regional Planning or closely-related field and five (5) years experience as a planning professional with a minimum of two (2) years as a senior level planner, including three (3) years experience at a supervisory level.
2.Or a Bachelor’s Degree in Urban Planning or Regional Planning or closely-related field and seven (7) years experience of which three (3) are served as a senior level planner, including three (3) years experience at a supervisory level or any equivalent combination of education and experience that demonstrates the knowledge, skills and abilities to perform the essential functions of the job.
3.Planning experience must include a working knowledge of the principles and practice of community planning and land use law. Experience must demonstrate responsibilities including, but not limited to, subdivision administration, shorelines master program administration, contract administration, budgeting and personnel.
4.Experience in the building inspection or related field is desirable.
5.A valid Washington State Motor Vehicle Operator’s License.
