It's what makes Bellevue an exciting place to work, live, and explore. The Development Services Department is looking for a Planning Manager within the Code and Policy Division. The Code and Policy Division focuses on projects that advance Council-priorities and support the development of implementing regulations for city departments. Currently, the Code and Policy team is busy with several major projects such as the East Main Station Area Plan, Wilburton, Grand Connection, multiple efforts to advance the City's Affordable Housing Strategy, and other code development efforts.
Job Duties:
- Provides leadership and direction in the development of short and long range plans regarding the Division workplan.
- Coordinates Division activities with other divisions, departments and agencies as needed, and builds relationships with other City departments staff and mangers.
- Assures that assigned areas of responsibility are performed within timeline/budget.
- Determines work procedures and prepares work schedules.
- Analyzes and standardizes procedures to improve efficiency and effectiveness of operations.
- Manages and supervises policy and code development projects to achieve goals within available resources.
- Hires, trains, motivates and evaluates assigned staff, including conducting performance reviews.
- Provides professional planning, code development, and technical expertise to the Division and Department.
- Issues written and oral instructions; assigns duties and examines work for accuracy, neatness and conformance with regulations, policies and procedures.
- Is accountable for all projects and other work performed by team members.
- Makes written and oral presentations to boards, commissions, the City Council, civic groups, and the general public, and participates in regional forums.
- Acts as primary point of contact for public inquiries about the work program.
- Process and manage amendments to the Land Use Code and other regulations, primarily those related to development.
- Gather, interpret, and prepare studies, analysis reports and recommendations as part of the code amendment project or other needs.
Experience/Qualifications/Knowledge/Skills:
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Graduation from an accredited four-year college or university with a degree in public policy, public administration, law, urban planning, or related field.
- Seven or more years of progressively responsible related professional experience in public policy formulation, implementation and legislative action/relations, and development and codification of implementing regulations.
- A Master's degree in public policy, public administration, law, urban planning, or related field is preferred.
- At least two years supervising the activities of professional planners, administrators or related professionals is preferred.
- Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
