Job Description:

DEPARTMENT PURPOSE

The Division of Community & Economic Development administers a wide range of planning, design, economic development, historical preservation and business support services to promote comprehensive growth and community initiatives.

POSITION PURPOSE

Provides strategic leadership and support to Planning Services to include planning, organizing, administering and directing activities and providing guidance and coordination with other departments and outside agencies. Oversees the development and implementation of strategic plans for long-range planning activities.

SUPERVISION EXERCISED

Work is performed with considerable independence with the framework established by the director of designee. Provides supervision to direct and indirect reports in professional, administrative and technical positions.

REQUIREMENTS

Knowledge of:

  • The Washington State Growth Management Act, Comprehensive Planning, and regulatory framework for development and subdivision review, general municipal planning and annexation processes;
  • Real estate terminology, laws, practices, principles and regulations;
  • Basic environmental function and values;
  • Objectives, principles, procedures, standards, and practices of urban and regional planning, community and economic development and land development;
  • Budgeting principles and grant management and oversight;
  • Principles of supervision, training and performance feedback.

Ability to:

  • Effectively lead and manage staff by developing and directing people as they work;
  • Manage multiple projects, meet deadlines and work well under pressure;
  • Work cooperatively with others and maintain positive relationships;
  • Proficiently operate office equipment and programs including computers and supporting work processing, spreadsheet and program-specific applications;
  • Gather, assemble, analyze and evaluate complex data and facts to draw logical conclusions and make proper recommendations;
  • Compose clear, concise and accurate reports using data and research gathered by self and others to effectively present to various audiences both orally and in writing;
  • Adapt to other duties as assigned and prioritize, organize and plan work as needed to meet objectives.

Skill in:

  • Research, interpretation and application of municipal codes, ordinances, statutes, and other applicable rules and regulations.

KEY RESPONSIBILITIES

  • Directs and oversees growth management and comprehensive planning, sub-area master planning, neighborhood planning and project planning in alignment with long and short-term strategic goals and objectives.
  • Establishes and maintains liaison with various federal, state and county offices on planning development; designs, prepares and recommends appropriate policies, codes and ordinances relevant to planning, land use and other community development matters.
  • Serves as secretary to the City Plan Commission and Chief Planning Professional, including oversight of other boards such as the Design Review Board and Bicycle Advisory Board.
  • Represents City interests regarding plans, designs, programs or major projects in discussions and coordination with the public, special interest groups, various City commissions and other governmental agencies.
  • Collaborates with senior administration and Business Development staff, and others, to facilitate implementation of adopted plans; and to enhance the vibrancy and economic well-being of the City.
  • Responsibility for the administration, application, and interpretation of development permit types as defined in the Unified Development Code.
  • Provides on-going evaluation of governing land use regulations and policies and recommends modifications as appropriate.
  • Prepares and administers departmental budget(s).
  • Performs related duties as required.

Experience/Qualifications/Knowledge/Skills:

MINIMUM QUALIFACTIONS

Any combination equivalent to the experience and education that would likely provide the relevant knowledge and abilities would be qualifying. Generally, this will include:

  • Graduation from an accredited four-year college or university with a major course work related to urban planning, public administration, architecture, engineering or closely related field; AND,
  • a minimum of eight (8) years progressively responsible experience in planning, public administration, public service or related field, to include four (4) years of supervisory responsibility; AND
  • American Institute of Certified Planners (AICP) certification.

WORKING CONDITIONS

Work is conducted primarily in an office setting. It may involve frequent attendance at meetings to include some irregular hours and potentially out-of-town travel. Incumbents in this classification are expected to communicate verbally, in person and by telephone. A computer terminal is used and may require the use of repetitive arm-hand movements.
