Job Description:

The Community Planning & Development (CPD) Director is an executive level position and is responsible for long-range planning; land use planning and construction permitting processes; zoning; private sector related city engineering functions; building inspection and plans review; customer service; and code compliance; and issuance of administrative code interpretations.

Job Duties:

The CPD Director reports to the City Manager and is an active member of the City’s Leadership Team. The Director supports and fosters the relationship between the City of Mercer Island and the community by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and City staff; promotes City goals and priorities in compliance with all policies and procedures. This position directs CPD Department staff and activities through effective planning, staff management, resource allocation, and sound fiscal practices; provides leadership to assure that department services are provided in alignment with the City's strategic goals, by conscientiously applying and administering development regulations, guaranteeing safe infrastructure and building construction, and providing accurate technical information and community-enhancing projects and programs.

Experience/Qualifications/Knowledge/Skills:

  • Bachelor's Degree or higher degree in Urban Planning, Engineering, Earth Sciences, Business or Public Administration, or closely related field;
  • AND seven (7) years of experience managing community development and urban planning programs, including supervisory experience;
  • OR an equivalent combination of education, training, and experience.

Knowledge of:

  • City organization, operations, policies, and procedures.
  • City, County (King), State, and Federal laws, regulations and ordinances affecting planning, zoning, code enforcement, building construction, municipal services, and urban development.
  • Principles, practices, and procedures of urban planning, community development, land use, zoning regulation, building construction, code enforcement, permitting, and environmental protection.
  • Techniques and practices for effective and efficient management of allocated resources, including personnel administration, labor law, accounting, and budgeting.
  • City land use and development regulations, zoning codes, planning concepts, and principles.
  • Community development program planning and evaluation principles.
  • Local community issues and regional community resources available to residents.
  • Geography, roads, and landmarks of City and surrounding areas.

Skilled in:

  • Analyzing issues, evaluating alternatives, and making logical recommendations based on findings.
  • Analyzing City needs and prioritizing and promoting department programs to meet development strategies.
  • Presenting and defending department reports and information in public meetings.
  • Interpreting and applying building and safety standards, State and Federal regulations, department standards, and City codes and policies.
  • Using initiative and independent judgment within established procedural guidelines.
  • Establishing and maintaining cooperative working relationships.
  • Directing, motivating, and leading staff; delegating tasks and authority; recognizing and rewarding achievements.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Operating a personal computer utilizing a variety of standard software.
  • Communicating clearly and effectively verbally and in writing.
  • Commitment to and communication of the mission and goals of CPD and the City of Mercer Island.
  • Demonstrated experience and ability to take an active role in community relations and be willing to devote time to establish a positive and responsible City government.
  • Experience working in a unionized environment is preferred.

Supplemental Information:

The 2020 salary range for the Community Planning & Development Director position is $150,000 to $170,000, dependent upon experience. An attractive package of benefits is available to the successful candidate, including a $6,500 deferred compensation employer-contribution (pro-rated for partial year of service), 200 hours of vacation per year, as well as excellent insurance benefits.
