Job Description:

Douglas County is a fast growing community with many development opportunities. The Douglas County Board of Commissioners is seeking a diverse individual to serve as the Planning and Economic Development Director for Douglas County. The Planning & Economic Development Director is essential to the success of Douglas County by assessing community and development needs, planning and implementing economic development initiatives. This position develops, directs, and coordinates the Land Services Department encompassing planning, building, code enforcement, and economic development. Serves as director by providing creative leadership and vision for the long range planning, current planning, permitting services, comprehensive and special plans, regulation development and building construction inspection section for Land Services department. Supervises and directs planning and building employees and related service functions. Assures that plans and regulations associated with planning and building and life safety are in compliance with Federal, State and local laws.

Job Duties:

  • Supervise and manage personnel in the Land Service Department.
  • Recommends all hiring, promotions, and disciplinary actions.
  • Establish and evaluate performance work standards, and help resolve personnel issues.
  • Prepare and manage annual budget and monitor expenditures and revenues.
  • Work with department personnel in developing, negotiating, and presenting budgets to the Board of County Commissioners.
  • Administer and oversee various Federal, State, and other grants.
  • Plan, coordinate, and direct the implementation of the County Comprehensive Plan, subarea plans, Shoreline Master Program, and County Code changes relating to planning and building.
  • Develop, organize, and facilitate on-going comprehensive planning processes and procedures for current and long-range needs to reach goals of the County Comprehensive Plan.
  • Ensure implementation and enforcement of planning and zoning ordinances and resolutions; identify alternatives for converting policy ideas into action plans affecting County developments, expansion, transportation, economic development, and related programs.
  • Work with the planning commission, applicable boards, and advisory committees to provide leadership, technical insight, and recommendations related to department and County functions.
  • Conduct public meetings and hearings as needed to solicit public response, provide explanation of policy and project options; educates the public through media, reports, public meetings, and presentations.
  • Serve as a representative of Douglas County under the direction of the Board of County Commissioners on state and local boards and committees, such as, Economic Development, Qualified Opportunity Zone, affordable housing, homelessness, business enhancement, etc.
  • Perform related duties as assigned.
Experience/Qualifications/Knowledge/Skills:
  • Local, state and federal policies as they relate specifically to County government and municipal government in general.
  • Compliance with RCW’(s) 36.70, 36.70A Planning and Growth Management Acts; RCW 58.17 State Subdivision Laws; RCW. 90.58 Shoreline Management Act; and RCW 43.21c State Environmental Policy Act.
  • Provide recommendations and implementation of County codes and policies relating to Planning and Building.
  • Thorough knowledge of the principles and practices of government organizations and applicable law, theory and applications; local government structure and operation, including budgetary procedures.
  • Knowledge of community development projects, policies and procedures.
  • Thorough knowledge of grant writing and research and economic trends.
  • Oversee financial management of the department consistent with the policy directed by the Board of County Commissioners, the mandate of the State Auditor and state laws and regulations.
  • Understand the Qualified Opportunity Zones under the Federal Tax Cuts and Jobs Acts of 2017.
  • County policies and procedures relating to all aspects of planning and economic development.
  • Application processes involved in successfully securing alternative and creative funding sources such as grants, loans and entitlements.
  • Principles and practices of leadership, personnel administration, and management.
  • This position may service as the building official for Douglas County.
  • Therefore, knowledge of current building construction methods, materials, tools and equipment is preferred.

Supplemental Information:

  • Bachelor’ degree in planning, public administration, business management, and economic development or related field required.
  • Eight (8) years of work experience in a managerial capacity in building, planning, code compliance, or related field, of which must include at least five (5) years of supervisory capacity or a combination of education, training, and experience that would demonstrate the ability to successfully perform the duties of this position.
