NATURE OF WORK

The Associate Transit Planner position is responsible for assisting and leading in core planning and development functions as assigned, including a wide variety of professional and technical activities. Work includes responsibility to lead, as assigned, the preparation of plans and reports and administration of service development activities. or implement service development functions analysis of ridership, operational characteristics, demographics, regional transportation modeling, GIS mapping and other elements to support service evaluation and long-range system planning. Work involves participating in public outreach efforts to solicit input on service changes, route facilities, and other comprehensive planning and service development activities. Work also includes participation in a wide range of external planning studies and interagency workgroups. Work requires applying a wide range of technical and professional transit planning knowledge to work activities, which combine recurring and new work situations.

Job Duties:

ESSENTIAL FUNCTIONS

  • Prepare staff reports, technical documentation, planning guidelines to support the functions of the Planning Department
  • Research, evaluate and recommend to the Principal Transit Planner, programs and courses of action for transit planning; data collection and analysis; and grant preparation and administration.
  • Analyze demographic, employment, building permit, comprehensive planning, and other data and information. Represent data using GIS program.
  • Assist in the development and maintenance of comprehensive transit plans, programs, and related studies
  • Participate in public meetings and workshops to work with local officials, agencies, jurisdictions, groups and the general public to advance transit projects and programs.
  • Prepare and issue comments to rulemaking, permitting and planning activities at local, state and federal levels
  • Assist in design, implementation, and evaluation of passenger or public surveys.
  • Participate in system route analysis, identifying opportunities for system performance improvement.
  • Assists in resolving citizen and customer issues and questions
  • Conducts field evaluations and assessments as necessary
  • Participate in the development of grant applications and other funding requisitions.
  • Attend off-site meetings and events outside of normal business hours.
Functions specific to System Planning
  • Prepare the Transit Development Plan (TDP) and related plans and studies
  • Assist in updating the STA’s comprehensive plan and planning policies
  • Support compliance reporting related to grant performance, Title VI of the US Civil Rights Act, internal policies and procedures, and other local, state and federal requirements
  • Support the implementation by STA of state and environmental policy reviews and requirements, particularly in regard to public review, preparation of SEPA checklists on non-project and project actions
  • Manage consultants who may be hired to conduct studies or technical analyses in support of comprehensive planning and other long-range plan effortsFunctions specific to Service Development
  • Maintain accurate records on passenger facilities and identify requirements for improvements
  • Coordinate with operating departments and partner agencies in the provision of passenger shelters, stop signage and ADA accessibility
  • Manage agreements for the maintenance of standard poles and signage within public rights of way
  • Ensure standard bus stop plans are maintained and are disseminated to developers and jurisdictions for the proactive inclusion of infrastructure necessary for service

Experience/Qualifications/Knowledge/Skills:

MINIMUM REQUIREMENTS

Training and Experience: A Bachelor’s degree from an accredited college or university in transportation or urban planning, geography, business or public administration, engineering or a related field, and two years of work experience in planning, mapping, grants preparation and administration or data collection and analysis. A relevant Master’s degree or graduate-level course work may be substituted for the required work experience. 

Physical Capabilities:

  • The physical activities of the position are sedentary in nature and require communication verbally or in writing.
  • Ability to receive detailed information through verbal communication and to make discriminations in sound.
  • Exert up to 20 pounds of force occasionally and/or up-to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Visual acuity to determine depth and field of vision.

Computer Skills:

  • Strong experience within the Microsoft environment.
  • Ability to learn new software programs with minimal formal training.
